Heather Hart is running as a Democrat for South Carolina House District 66, which covers Fort Mill and Tega Cay. She faces Republican Jackie Terribile in the Tuesday, Nov. 3, general election.

Asked why she is running, Hart said in our candidate questionnaire: "District 66 deserves a representative who puts people over politics. I am running for the South Carolina House because our community needs an independent advocate, someone who chooses community over caucus."

Hart said partisan gridlock has stalled progress. "In Columbia, I will fight for your families above any party label, ensuring your voices—not special interests or party leaders—dictate how I vote on the issues that impact our daily lives," she said in the questionnaire.

On the issues

Roads and infrastructure: Hart said in our questionnaire: "Our community's growth has outpaced our infrastructure capacity. Our local roads, utilities, and aging water systems are overwhelmed." She said she toured the SC-160 and I-77 interchange construction site with United Infrastructure Group. "As your representative, my top focus will be ensuring our tax dollars are used locally to fund immediate upgrades that improve our quality of life," she said.

Public education: Hart said in our questionnaire that she opposes "draining public resources to fund unaccountable private school vouchers" and wants "making sure our local classrooms get robust public funding." Her campaign website also calls for increasing educator respect, pay, benefits and tax incentives.

Environment: Asked about the Silfab Solar plant in Fort Mill, Hart said in our questionnaire: "The Silfab Solar situation is a zoning crisis that directly impact our quality of life and has eroded public trust. I will call for a formal investigation so our the community can see how we got to this point and what regulations are necessary to protect the public."

Public safety: Hart said on her campaign website that she supports ensuring local law enforcement and first responders "have what they need to recruit, retain, and resource their agencies effectively."

Differences with her opponent: Hart said in our questionnaire: "My opponent has consistently lined up behind a strict 'Deregulate & Defund' agenda. With her platform, our district received $0 in Community Investment funding!" Hart said in our questionnaire: "I want to protect and strengthen the public services that actually hold Fort Mill and Tega Cay together."

Best advice

Hart said the best advice she has received relates to scrutinizing policy. She said in our questionnaire: "… always pay close attention to exactly who benefits from policy decisions … When I get to Columbia, that's how I'll look at every vote—not by how it plays to a political party, but by how it impacts our families right here at home."

Hart's responses come from our candidate questionnaire and her campaign website. Her opponent, Jackie Terribile, will be profiled separately under the same format.
